Clouds may appear to go against the wind Alex but at their level, they're in a different layer of air, travelling at a different height and in a different direction (no matter what the app says). This is how hot air balloons navigate - they release small helium-filled balloons and watch the way they change direction and speed at different heights. Then use this knowledge to join an airstream going in the direction that they want to go.

Agree - air movement is a complex process but what I try to show here is how the clouds are Forming by coming up wind and this way "move" against it

Here the wind is coming from right to left (south to north) but clouds are rising from north slopes and "leaking" to south
