Posted in the Mavic forum also. New FAA Fact Sheet to the states. As I read it it comes down to if it deals with airspace and things that are airborne that is FAA realm. Back of document opens up the door for states to require registration of drones with the state.

My understanding is several states already require commercial drone registration but not recreational. With or without this documents, the entire situation is going to turn out to be a cluster since some states (NY, CA) are strong and the FAA....not so much.
