It is not a bad practice to bracket if only to protect yourself from an exposure error, but the possibility of HDR processing will always be there if you capture in that way, while still doable you will not have as much control if you don't bracket.
Yes, l bracket in RAW. I think this is a good thing to do as it leaves you with options. If l capture a really satisfactory image, l will always do hdr with it.
