Here is the dam at Enterprise. Makes me glad I live in modern times. One of the last jobs I did before moving to Vegas was rebuilding a dam in New Mexico. We did it a lot different than these guys. Our equipment didn't eat hay.

At the surface the dam seems porous or was it earthfilled then the outside done for erosion control ?

Just watched it again. It’s really an educational/historical video. Old/clever design. I just read that the inverse arch can thwart focused pressures, distributing the load, actually pressing it together, like an arch in a cathedral. The design goes back to Roman times!
