Why are the buildings so uniform? They invariably have red roofs & white walls. Is individuality discouraged or is it a shortage of other materials?

in France for many years, it was forbidden to paint this house with colors like in Italy!
It's silly ...
But this is beginning to change and we are starting to see beautiful colors in the south!

It’s a complicated issue affecting many small towns across the EU. Selected smaller municipalities grant permission to deviate from accepted colors, but it’s rare. Some smaller towns in Italy tell you the exact color to paint your house! Towns deemed historic desire to maintain the look for preservation’s sake, or for tourism, usually both.
