Occasionally my Evo II speed seems to max out at 22mph even though I have it set to ludicrous and the sensors are disabled. Not sure if it's a wind thing.

Wind is a huge factor, the drone is tiny compared to the force of the wind. If it feels windy to you then its much worse on the drone. Also, if you tap the map in the upper left corner until it turns into a radar map....the lower half of the map tells you if the drone is fighting a crosswind. If the lower half is slanted then the drone is not only trying to move forward, it also has to divert some additional power to the left or right side to maintain its course and keep the gimbal level which will decrease its top speed.

I have been in headwinds so strong that even in ludicrous mode it was only moving forward at 6mph.
