I have seen controllers that refuse to pair. Don't forget that to initiate successful pairing the controller must first be MATCHED to the aircraft. This assures the frequency and coding is coordinated, Place controller in MATCHING mode by turning the controller on while holding down the Home key. After matching the aircraft, then set the aircraft into pairing mode. Unless the controller is operating in an improper firmware vs the aircraft, it will connect. There is a secondary matching mode enabled with holding down Home and the A button while turning the controller on. Many failures to connect can be cured by remembering to match first.
The matter of controllers operating at a mismatched firmware level vs the aircraft, those controllers that refuse to connect after matching, has yet to be solved as far as I can tell. I have found no way to update just the (disconnected) controller or to clone a controller from a proper FW level controller.
