I've noticed on some of my video clips the bit rate varies. What causes this?

I've noticed on some of my video clips the bit rate varies. What causes this?

The video bitrate depends upon how much detail needs to be captured in the video. Hovering motionless pointed at subject material that is also motionless will result in a video with a far lower bitrate than flying at full speed across a field of flowers for example where every single frame changes.
