Project Loon

Hey !
Has anyone heard of this Project?
I was doing some flight tracking and saw two Red Bubbles which I never saw before.
When I clicked on the bubble, the tracking showed HBL 132 and the side notes showed "Project Loon"
Goggled it and and found this:
Loon
Never seen or heard about it !

Back in 2017 when Hurricane Maria passed through Puerto Rico, Google released Project Loon so people could have internet access on their cellphones, since 100% of communications dissapeared with the Hurricane. I believe we were 60-90 days without any type of communication in the center of the island.
