To me, it sounds more like propaganda. After the critizism of the Suxxes Police, trying to save face after not being able to apprehend anyone. They simply suspect it's an inside job, based on a theory that the pilot knew the layour of the airport... I can get that in Google Maps.
I think they must have some evidence. The police wouldn't float another potentially embarrassing hare-brained story just for a bit of temporary PR.

I can't speak for police in the UK, but down here, they would to remind people of what happened in the holidays and to justify the coming laws.
