Some prisons and jails around the country have put up and installed Netting over the Fenced areas and Roof Tops.

Won't solve the problem completely, but it helps!

And many small jails cannot afford to install netting systems.

It's just the world we live in.

They are smarter in creating a drone payload that will deliver from the air. I can't even figure it out myself in how to do that.

The larger UAV's like the P4 and the X-Star you could buy a attachment for dropping fishing bait. It was electronically controlled through a photo cell switch attached to the front lights. On the controller we have the option to turn the lights on or off. By doing this it would open or close the jaw holding the payload. The one company I was going to get one from went out of business.
