Drone android app data transfer

Hello guys.

I wanted to make an android app that could follow my drone in a 2D earth map view and from this app I could communicate with my drone so it could relocate autonomously. Is there any way I could make this? I was thinking about buying a Raspberry Pi4 or a Jetson Tx2 but I can't see how I would transfer any data from my cellphone to this board in a significantly long range (100m or 2000m).

The log files are readable on android and contain
droneLatitude
droneLongitude
gpsSignalLevel
homeLatitude
homeLongitude
remoteLatitude
remoteLongitude
They appear to update once per second.
Your android app could tail the files and transmit the updated records over wifi or cellular data to your base station.
We just need to figure out the fields in the logfiles.
